BEQA2025 — the 2nd National Online Conference-Workshop on Basic Education Quality, Access, and Child Protection — is a nationwide training and capacity-building initiative that empowers school leaders, system administrators, and education advocates to champion quality, inclusive, and child-centered learning environments across the Philippines.
In line with the Department of Education’s ongoing reforms to improve access, equity, and quality in basic education, there is a pressing need to strengthen the technical capacity of school heads, system administrators, and registrars in utilizing education data systems such as the Learner Information System (LIS) and the Basic Education Information System (BEIS). These systems play a pivotal role in tracking learner profiles, improving school management, and informing evidence-based planning and decision-making.
This national conference-workshop seeks to empower school communities in ensuring equitable access to quality basic education and promoting a safe, inclusive learning environment for all. Specifically, BEQA2025 aims to accomplish the following objectives:
To deepen participants’ understanding of the key provisions of DepEd Order Nos. 15 and 17, s. 2025, especially as they relate to enrollment processes, access to basic education, and integration within the LIS-BEIS systems;
To strengthen the role of school-based Guidance Officers and Child Protection Advocates in leading the implementation of child protection policies and support mechanisms across learning institutions, including early intervention, reporting, and referral systems;
To demonstrate how LIS-BEIS data can be effectively utilized in the formulation of institutional policies, school operational manuals, education programs, and child-centered projects that promote access, equity, and protection;
To capacitate school heads, registrars, and system administrators in developing data-driven project proposals, action research, and intervention programs aimed at improving student retention, re-engagement, and holistic development;
To foster collaboration between education leaders and child protection stakeholders, ensuring that every school community becomes proactive in creating a protective and responsive environment for all learners, especially the vulnerable and at-risk.
